We have a long history of working with partners within the European Union. These are some of the previous programmes that we were involved in:

Premium Light

We were one of 12 EU-wide partners in PremiumLight, which aimed to increase market transformation to more energy efficient lighting products. The project aimed to do this by carrying out and publishing results of extensive testing to promote products that were efficient but also of high quality. In addition the project aimed to reach consumers through producing marketing and educational materials, exploring financial incentives for efficient products, engaging retailers, the service sector, luminaire manufacturers and other key actors such as media outlets and energy consultants to multiply the project message and outputs.


April 2016 – March 2019: The Digi-label project aimed to design and deliver a digital tool to complement the EU energy label at point of sale providing consumers with additional easy to understand product information. Through this we aimed to positively influence consumer buying choices and ultimately deliver greater energy savings and increased market share of the highest performing appliances. The project consortium targeted 4 of the top 5 EU economies – Germany, Spain, Italy and the UK – leveraging the biggest impact on energy saving – through established commitments from manufacturers and retailers to test and launch the digital solutions. The Digi-label project was co-ordinated by the Energy Saving Trust and brings together a highly experienced consortium including Adelphi. CLASP, ECOS, EEB, Eliante, ESCAN, Fraunhofer, SEVEn, Solstice and VZBV, with proven expertise in energy labelling of products, dissemination & communication, European and International project management of energy labelling programmes, manufacturer and retailer stakeholder relationship management, evaluation, consumer engagement and software design and implementation.

Incentives for Cleaner Vehicles in Urban Europe (I-CVUE)

April 2014 – March 1017: I-CVUE (Incentives for Cleaner Vehicles in Urban Europe) aimed to reduce CO2-emissions in urban environments by increasing the number of electric vehicles in large fleets in urban areas. The project achieved this by mentoring large urban-based pan-European fleet operators, offering them free EV usage assessment and creating a framework that authorities can use to set up tailored fleet incentive programs. Our role in the project was coordinating the 10 partner consortium, as well as leading on implementing fleet mentoring and analysis for large urban pan-European fleets to make the business case for non-conventionally fuelled vehicles (plug in vehicles).

Energy Saving Policies and Energy Efficiency Obligation Scheme (ENSPOL)

April 2014 – March 1017: ENSPOL (Energy Saving Policies and Energy Efficiency Obligation Scheme) was an IEE funded programme that focused on exchanging knowledge on the implementation of energy efficiency obligation schemes and alternative measures to inform. The project aimed to improve the implementation of Article 7 of the Energy Efficiency Directive that required each Member State (MS) to apply an energy efficiency obligation scheme. Energy Saving Trust led the stakeholder engagement for this project, gathered input from all interested parties at EU and national levels, and ensured the necessary consultation with market operators took place.


April 2014 – March 1017: Request2Action (Removing barriers to low carbon retrofit by improving access to data and insight of the benefits to key market actors) addressed information and trust barriers to maximising the impact of EPC recommendations. The project stimulated uptake and investment in retrofit by ensuring easy access to accurate, trustworthy data about EPCs, bringing together market actors –- householders, suppliers and policy makers. We coordinated the project as well as leading on one of the work packages that engaged market actors, on both demand and supply side, to use data from EPCs and wider housing data to understand the low carbon retrofit opportunity.

Renovation through quality supply chains and energy performance certification standards (REQUEST)

We led the coordination of the REQUEST (Renovation through quality supply chains and energy performance certification standards) project. It was a European programme funded by Intelligent Energy Europe (IEE) designed to increase the uptake of low-carbon renovation measures in homes across Europe by focusing on the demand and supply side of low carbon renovations. The focus of REQUEST was to address the barriers homeowners face by ensuring easy access to detailed EPC recommendations and establishing reliable, quality installers or professionals.

Widespread Implementation for Learner Drivers and Licensed Drivers (ECOWILL)

May 2010 to April 2013: The ECOWILL (Widespread Implementation for Learner Drivers and Licensed Drivers) project promoted ecodriving across thirteen European countries.  The project achieved its aims by designing a short-duration ecodriving course, training more than 700 driving instructors to deliver the course, and subsequently training more than 20,000 drivers.   The project also worked with the national and European driver licencing authorities to put a greater emphasis on ecodriving education for learner drivers. We managed the work package responsible for the roll-out of training across the 13 countries.

TopTen ACT

March 2015 - February 2018: The Topten ACT initiative aimed to enable consumers to more easily find the most efficient household products on the market, and increase sales of these. The EU consortium of 17 EU partners, consisted of energy agencies and NGOs, with ADEME is the project co-ordinator. The project enabled consumers to more easily upgrade to efficient products and save energy and money in the home. The Topten initiative ran in Europe from 2000; it was well established and respected as a “one-stop shop” for finding the most energy efficient products. It was also recently expended into countries such as Chile and Argentina. It showcased Energy Saving Trust’s knowledge of the market, developments in product technology and consumer preferences. We updated the listings at least every 6 months. The project iended in March 2018. Interim reporting took place in September 2016.


April 2013 - March 2016: Marketwatch aimed at increasing the involvement of civil society in market surveillance activities related to Ecodesign and Energy Labelling, with the ultimate goal to increase the level of compliance in the EU. Marketwatch consisted of a consortium of 16 partners where we managed the coordination of the project as well as the work package dedicated to identifying and mobilising hard testing capacities from consumer and civil society organisations to provide targeted data on compliance with Ecodesign and Energy Labelling requirements.


April 2013 - September 2015: The ComplianTV project aimed at providing a fully-fledged and detailed methodological guidance to allow EU Member State Market Surveillance Authorities to face the new legislative and market challenges for TVs and computer monitors in an effective and cost-efficient way. We led the work package which focussed on lab testing of TVs and shop inspections assessing the presence of energy labels.


The ene.field aimed to deploy and monitor around 1,000 new installations of residential fuel cell CHP across 12 key Member States. It represented a step change in the volume of fuel cell deployment for this sector in each country. By learning the practical implications of installing, operating and supporting a fleet of fuel cells with real world customers, ene.field demonstrated the environmental and economic imperative of micro FC-CHP, and laid the foundations for market exploitation. Energy Saving Trust’s role within this was around consumer engagement.

Fair RHC Options & Trade (FROnT)

The aim of FROnT (Fair RHC Options & Trade) was the sustainable growth of the Renewable Heating and Cooling sector, making the best use of the opportunities that will present themselves at national level within the framework of the 20-20-20 targets. Energy Saving Trust was involved in reviewing the effectiveness of renewable heat and cooling policy mechanisms within EU partner countries, including the identification and validation of key success factors for integrated support schemes that were based on fiscal incentives. As part of this validation exercise we were responsible for organising consultation workshops to review identified key success factors and presenting findings to a European Advisory Committee.

EU Life+ water and energy project

The EU Life+ water and energy project promoted the water-energy links and benefits to householders in the UK and tested how best to communicate this innovative message. Our initial research confirmed that consumer understanding of the impact of water and especially hot water use was low. At the outset of the project, only 8% of householders surveyed in the pilot areas made the link between saving water and saving energy, clearly demonstrating the need to raise awareness in this area.

EU Eco-design Directive and Turkish Government

We worked with Turkish Government to review, analyse and develop a market surveillance programme for the EU Eco-design Directive (2009/125/EC) and the EU Energy Labelling Directive (2010/30/EU), including training of 300 Government staff and organisation of a study tour, funded through the United Nations Development Programme.

Behave conference 2014

Behave conference 2014 brought people together from the public and private sectors involved in energy efficiency, locally and internationally, to share recent research, new technological developments and best practice on understanding and influencing behaviour related to energy efficiency. With increasing demand on power supplies and rising fuel prices, research into behaviour on energy use was fundamental to ensuring our future energy supply. The 2014 conference themed ‘Paradigm Shift: From Energy Efficiency to Energy Reduction through Social Change’ focuses on how this could be achieved.
