Report update: home energy programmes delivered by Energy Saving Trust in Scotland

Today we publish the second annual update of our report, which outlines the home energy programmes Energy Saving Trust delivers on behalf of the Scottish Government. This publication aims to respond to the demand for information about these programmes from international stakeholders and those from other parts of the UK keen to learn more about the Scottish experience of delivering home energy programmes.

Consistent funding and support from the Scottish Government for a wide range of programmes to improve the energy performance of Scotland’s homes means that Scotland has the most advanced home energy infrastructure in the UK. In addition to providing updated savings figures for key programmes, the report outlines information about key programme developments including:

  • For those taking out Home Energy Scotland Loans, cashback grants are available for certain energy efficiency improvements and renewable measures to further increase uptake. December 2020 saw the introduction of ‘enhanced’ cashback with up to 40% cashback for some eligible energy efficiency measures and 75% for certain renewable heating systems (based on total costs and capped at a maximum value).
  • In line with commitments given in the cooperation agreement between the Scottish Government and the Scottish Green Party, new applications for oil and liquified petroleum gas (LPG) boilers have not been available through Home Energy Scotland Loans, Warmer Homes Scotland, or Area Based Schemes since 6 September 2021.
  • In 2020-21, Home Energy Scotland Loans helped 1,221 households install more than 1,247 renewable measures.
  • The number of heat pumps for which funding was committed through the Home Energy Scotland Loan scheme increased by almost a third, from 586 systems in 2019-20 to 762 systems in 2020-21.
  • As a result of Covid-19 restrictions, the vast majority of specialist advice in 2020-21 was provided remotely. This differs considerably from previous years (59% of customers received a home visit in 2019-20, compared to just 8% in 2020-21.
