The Department for the Economy sought views on proposals to introduce new legislation that will provide greater consumer protections for people connected to heat networks and support the growth of the heat network sector in Northern Ireland.

In our response we outlined the need for consumer protection in terms of service, pricing, and quality, and we welcomed oversight by the Utility Regulator in Northern Ireland. In addition, we welcomed, the need to develop minimum standards for the design, installation, and operation of heat networks by working alongside BEIS. Our response also indicated a preference for the adoption of a licencing model to become a statutory undertaker.

In terms of development our response highlighted the need for specific targets for development across sectors with appropriate community engagement and investment.
