The UK Government has announced the Energy Independence Bill, unveiling several proposals that aim to build a better energy system.
People across the UK need homes they can afford to keep warm and an energy supply they can rely on. The introduction of the Energy Independence Bill is an important step towards a more secure, affordable and resilient energy system that delivers for them.
We’re encouraged to see proposals to establish the Warm Homes Agency. Through the advice services we deliver across the UK, we know how impactful advice can be. Whether someone is considering insulation, a heat pump or solar panels, trusted guidance is often the factor that turns interest into action. Through the services we deliver such as Home Energy Scotland, we’ve seen how effective impartial, tailored advice can be in helping people navigate their options, feel confident investing in their homes and lower their energy bills.
Warm Homes Agency 'should work with existing services'
The Warm Homes Agency should provide a minimum level of advice for consumers looking for trusted information, advice and support. To maximise its impact, the Agency should be established as soon as possible to accelerate delivery of the Warm Homes Plan. It should work in partnership with existing national and local services, drawing on the expertise and trusted services that are already supporting households.
At the moment, too many people living in privately rented homes are paying more than they should to heat properties that are difficult and expensive to keep warm. The new energy efficiency standards for the private rented sector are essential for tackling fuel poverty.
We’re committed to working with the UK Government to ensure the right support is in place for both tenants and landlords to successfully deliver the new standards.
Local people 'should have opportunities to invest in renewable energy'
It’s also vital that local people should also have opportunities to invest in renewable energy developments and share in the benefits. We’re pleased to see the Bill’s emphasis on community energy and shared ownership, giving communities a stake in the changes happening around them and helping build support for new projects.
Through our work supporting projects across Scotland and Wales, we’ve seen how long-term support helps communities turn their own energy projects into lasting economic, social and environmental benefits for the people who live there.
