Policy briefing: an expert advice service for England to help government deliver warm homes and clean power

The new UK Government has a high level of ambition to upgrade 5 million homes through its Warm Homes Plan, to permanently lower energy bills and boost energy security. However, the current retrofit process is confusing and complex for households in England.

We know a key to part of successful delivery of the Warm Homes Plan will be ensuring households feel supported and empowered to act and upgrade their homes. The provision of expert, tailored, impartial advice is key. In England, whilst there are one stop shops established or emerging in some areas, there are significant gaps.

The UK Government should set up a national expert retrofit advice service in England, as a key piece of infrastructure for the net zero transition. Impartial, personalised support can help people upgrade their homes to make them warmer, more efficient and lower cost to run.

This briefing outlines a national expert retrofit advice service model for England that we could stand up quickly to support early delivery of the Warm Homes Plan.
