The Electric Vehicle (EV) Pavement Channels Grant is a £25 million capital fund for local authorities in England.
This grant is for pavement channels for residents without driveways, allowing them to access cheaper household electric vehicle (EV) charging rates. It could save EV drivers up to £1,500 a year compared to running a petrol or diesel car.
The objectives of the fund are to:
Empower local authorities in England to include cross-pavement channels in their EV strategies as a viable local charging solution.
Drive EV uptake by supporting residents without off-street parking to charge at home and benefit from cheaper domestic tariffs.
Accelerate the rollout of cross pavement channels, maximising scale and value for money.
Application process
We’ll contact you – eligible local authorities will be invited to submit their project proposals to the LEVI support body from August 2025 via a simple application form. Download a copy of the application form questions.
Submit your application as soon as possible – the deadline for applications is Friday, 31 October 2025.
Grant offered – your application will be assessed following submission. Grant offers will be issued as soon as possible this financial year.
Residents will need to contact their local authorities for access to this grant. Please note that not all local authorities will have applied for this funding.
What’s a cross-pavement channel?
Cross-pavement channels allow cables to run safely beneath pavements, removing hazards from trailing charging cables. By connecting homes to parked vehicles wherever they are, more families can tap into cheaper domestic electricity rates (as little as 2 pence per mile) even if they don’t have a driveway.
Capital fund Q&A
Capital funding is available to all tier one local authorities. This includes unitary, county, or combined authorities in England.
Combined authorities will be allocated and issued funding on behalf of authorities in their region.
In London, funding will be delivered directly to boroughs.
Eligible local authorities were informed of their allocation amount in August 2025. Funding has been determined for each local authority based on:
The estimated number of vehicles without off-street parking.
The availability of chargepoints per 100,000 population.
Deprivation levels.
Local authorities will receive 100% of their allocated funding following Office for Zero Emission Vehicles (OZEV) approval of their application this financial year (2025/26).
Local authorities do not need to use their funding this financial year, and project completion (the date by which all infrastructure is deployed) is flexible; however, evidencing progress against your delivery plan is essential through the reporting requirements (see section 4).
Projects may be supported with additional funding, such as resident contributions, but this is not a requirement.
This fund is for EV pavement channels used to temporarily house a charging cable while a vehicle is being charged.
The fund must benefit residents without off-street parking, and can be used to buy and/or install eligible EV pavement channels.
Residents must have – or commit to installing – an EV chargepoint. This chargepoint must be connected to a domestic energy supply to enable the residents to access domestic charging rates.
The fund will cover all capital costs to install pavement channels, up to an average of £1,200 per channel. This includes, but is not limited to, hardware costs, installation costs, S50 licences, and planning applications.
The following are ineligible for this funding:
Other cross pavement technologies, including:
Permanent under-pavement cables, where a permanent charging cable is laid below the pavement.
Charging bridges and arms.
Temporary solutions, such as cable mats.
Non-capital costs, such as resource costs.
Channels which have already been funded. If you have received LEVI funding for cross-pavement solutions, this funding can be used in conjunction with other funding to extend LEVI projects or additional pavement channels. Double-funding for the same channel is not permitted.
What are the reporting requirements?
As part of the application process, local authorities will be asked to confirm that they consent to provide OZEV with the following data, updated as necessary each quarter:
Pavement channel supplier(s).
Pavement channels installed and associated costs (hardware and civils).
Information regarding the ownership and maintenance arrangements put in place between the local authority, the pavement channels provider, and the residents.
