On-street residential chargepoint scheme

As per the conditions of your ORCS funding, you must provide regular updates on the progress of your ORCS project. We send project update requests every two months to gather information on risks, project timelines and any changes.

Please contact onstreetchargepoints@est.org.uk if you experience any of the following project changes outside of the regular reporting periods:

• site changes
• changes to the planned number of chargepoints
• delays
• project team changes

Any chargepoint site funded through ORCS must be approved by the Department for Transport (DfT). This includes sites that you add to the project after the application stage. You may add sites as replacements for those which have proved unviable through public consultation, site visits, or increased DNO costs.

Replacement sites must meet ORCS criteria. To seek approval, please email onstreetchargepoints@est.org.uk with a document detailing:

• the sites that have been removed and the number of chargepoints at each site
• the postcode of new sites and the number of chargepoints at each site
• the residential need for on-street chargepoints near the sites. You may choose to provide map links or screenshots to show lack of off-street parking in the area
• if and how the site changes will impact the total project costs
• if and how the site changes will impact the project timeline
• if the new site is a carpark, you should also confirm whether it meets the ORCS carpark criteria

We will review the site changes and notify you when site changes are approved. We may also ask for more information or further justification. Please do not progress with replacement sites until approval is received.

Please notify us if there is a change to the number of chargepoints in your project.

If the number of chargepoints increases, you are not entitled to a funding uplift. If the number of chargepoints decreases, you may not receive your total funding allocation. You may have to return a proportion of funding to DfT.

If your project will not be complete or you will not be able to submit a claim by 1 March 2025, please contact onstreetchargepoints@est.org.uk.  

If a member of your ORCS project team leaves the council or moves into a new role, please inform us by emailing onstreetchargepoints@est.org.uk. Please provide a replacement contact email address and phone number.

We ask for two contacts for every project to ensure that we can keep in touch with you. The secondary contact does not need to work directly on your ORCS project.

Different claim forms are available depending on the year your project was approved for funding, to reflect the maximum level of public subsidy offered (i.e., 75%, 60% or 50%):

• Up to FY21/22: ORCS claim form
• FY22/23: ORCS claim form
• FY23/24: ORCS claim form

We also have a model 21/22 claim form to support you in completing the claim.

It is a condition of the funding that chargepoint usage data is made available to DfT directly from the chargepoints or CPO systems. You must ensure that your delivery partners can supply this information.

Chargepoint usage data should be submitted quarterly to chargepoint.grants@ozev.gov.uk and onstreetchargepoints@est.org.uk. It should be formatted according to the chargepoint usage data template.

ORCS is now closed for new applications. Your local authority may have plans to provide electric vehicle infrastructure through the LEVI Fund or through an independent electric vehicle infrastructure project.
