Energy efficiency programmes and what we can learn from our neighbours

In this report Energy Saving Trust has explored energy efficiency schemes around Europe and how they can inform our thinking about how energy efficiency programmes are delivered in the UK.

The learnings are derived from Energy Saving Trust’s participation in the EU-funded project, ENSMOV, which ran from 2019 to 2022. The project focused on improving the policy design and implementation of energy efficiency obligations schemes.

In the UK, ECO has been the long standing obligation scheme on energy suppliers and in this report, we’ve looked at what we can learn from other European countries delivering similar obligations schemes.

The report considers the pros and cons of on-bill and off-bill financing, looks at how to enhance consumer engagement with retrofit support schemes through one stop shops, and how to encourage deeper retrofitting of homes, which lead to greater carbon and cost savings.
