Flats and apartments account for over 20% of all UK households. However, so far there’ve been no policies targeted at improving the energy efficiency of these buildings in the UK.
Flats face unique challenges when it comes to retrofit relating to collective decision making, technical complexity and financial barriers. Yet countries across Europe facing similar challenges have already begun putting successful support programmes in place.
We carried out research and analysis on policies introduced across Europe focused on retrofitting flats and apartment buildings. The report draws on these examples to understand what key lessons the UK can learn to begin shaping its own approach to improve the energy efficiency of these buildings.
